(Thirty-minute read)

 

It is widely assumed by the general public that humanity is “progressing” and that we are better both physically and mentally than our predecessors were. Of course, this is true for some of us but for 6 billion of us on 2$ a day I doubt they would agree.

A person’s conception of truth is deeply intertwined with their conception of reality and truth isn’t actually divorced from reality. Science is dependent on truthfulness.

Few of us these day’s has the time or resources to check all of the news we confront on a daily basis. Instead, we rely on other methods of assessing truth, but can we or should we trust the source?

As the saying goes, “You can fool some of the people all of the time, and you can fool all of the people some of the time, but you can’t fool all of the people all of the time.”

In a world where facts are under siege, credentialed sources are proving more important than ever.

We are getting our news from platforms, run by Facebook, Google, Twitter, Messanger,  etc including other social media sites and search engines, but can we place our trust in those platforms.

The profession of undermining truth has been in existence for decades. For much of recorded history, the truth was rooted in scholasticism now it’s rooted in a capitalist haze where political correctness and social justice including warfare have descended from the ivory tower of the rich infiltrating tech, business, healthcare, and governments.

The quest for facts these days is now governed by disinterested Google algorithms that trade us, accuracy for efficiency, creating a “spiral of silence,” in which everyone believes that everyone else believes something but no one actually believes it.

It seems that we accept truthiness instead of requiring truth.

As a result, humankind is losing mental capacity to know the truth and we are living in an era of rationality inequality.

For example, voters act on issues that don’t affect them personally and are under no pressure to inform themselves or defend their positions.

People vote as if rooting for sports teams, encouraged by the media, which treat politics as a horse race, encouraging zero-sum competition rather than a clarification of character and policy.

So what is happening?

History is littered with the bending or inverting of truth by people in power has long been consequential, so the recent prominence of “fake news.”  is not a new development. The belief that fake news is displacing the truth itself needs to be examined for its truth.

The implication is that we may as well give up on reason and truth and just fight the bad guys’ lies and intimidation with lies and intimidation of our own.

“Social media.”

Not long ago many intellectuals deplored the lack of democratic access to mass media.

Now a few media corporations, in cahoots with the government, “manufactured consent” with their oligopoly over the means of production and dissemination of ideas.

We used to say, freedom of the press belongs to those who own, one no longer true.

Social Media with it’s like algorithms are now fueling, accusations of racism, sexism, homophobia, and transphobia that can be weaponized: since everyone reviles these bigotries, they can be used to demonize adversaries, which in turn spreads a terror of being demonized. It has become the place where one can express heterodox opinions without fear of being silenced or fired.

A network of pluralistic ignorance enforced by denunciation mobs.

So when it comes to intolerant repression of non-leftist ideas, don’t blame the Millennials or the iGens because unregulated Social Media is now blazing out of control abetted in part by government subsidies and lack of will to regulate.

People gravitating to people who are like them.

Social media held out the promise of giving a voice to the people, unfortunately, is making us dumber.

It is true to say that the network dynamics of social media are still poorly understood, but they do not yet host the mechanisms of vetting and reviewing that are necessary for true beliefs to bubble up to prominence from the turbid pools of self-presentation, group solidarity, and pluralistic ignorance.

We project the best sides of our lives through social media but revile real vulnerability.

So we are living in a post-truth world” true?

If your answer is “yes” then the answer is “no” because you’ve just evaluated the statement in an evidentiary manner, so evidence still matters and facts still matter.

But humans are fundamentally irrational – No.

If humans were truly irrational, who specified the benchmark of rationality against which humans don’t measure up? How did they conduct the comparison? Why should we believe them? Indeed, how could we understand them?

We did not evolve with the truth-augmenting technologies that have been invented in recent millennia and centuries, such as writing, quantitative datasets, scientific methodology, and specialized expertise. We evolved with the reality of the thought of what is true.

We don’t believe in reason; we use reason but as soon as you try to argue that we should believe things by any route other than reason, you’ve lost the argument, because you’ve appealed to reason.

That is why a defence of reason is unnecessary, perhaps even impossible. The very fact that one is examining the validity of reason shows that one is committed to reason.

This is the point where it gets somewhat complicated.

We build mental models of the world around us that allow us to explain, predict, and control things to our advantage.

Algorithms know this by monitoring our lives and consultancy firms that specialize in defending products from tobacco to industrial chemicals that harm the public (that have and are with us since the dawn of Capitalism) are manipulating the market place for profit while ensuring that the truth stays buried.

So our reasoning is contaminated by false news.

Social media is a major source of these falsehoods coupled with peculiarities in human behaviour on social media, make it easy for fake news to spread. Twitter, Facebook you name them.

“Political” fake news spread three times faster than other kinds, and the top 1 per cent of retweeted fake news regularly diffused to at least 1,000 people and sometimes as many as 100,000.

Out of all of the news you see reported, how much of it do you believe is made up or fake news?

Around 40% with 70% per cent more likely than true news to receive a retweet.

While the political repercussions of fake news are quite obvious, the phenomenon it depends on how the information is presented and how rationality is defined.

The powers of inference for example.

Rational inference, scepticism, and debate are in our nature but set against false news that is normalizing the production of alternative facts are a project long in the making.

Politicians—two in particular—lies a lot. But politicians have always lied. They say that in war, truth is the first casualty, and that can be true of political war as well.

THERE’S A TON OF MISINFORMATION OUT THERE, AND WE’RE NOT OKAY LETTING IT GO UNCHECKED.

Why is the truth important?

We all need to know the truth if we want to be able to behave rationally.

Spreading disinformation here, hiding evidence of harm there, undermining authorities evidence can change people’s minds. Internet discussion groups, in which these ideas harden and grow more extreme in the absence of critical engagement.

Group loyalty is an underestimated source of irrationality in the public sphere, especially when it comes to politicized scientific issues like evolution and climate change.

Forecasting is no longer the dark art of pundits, gurus, it is big data and everyday fact-checking with Google has and is been revolutionized.

When people are confronted with their own ignorance of the facts, they become more epistemically humble about their opinions.

Unwelcome news is automatically rebranded fake news.

In the end, we are mere mortals but has the day of rationality-promoting norms and institutions passed?

The causes are complex, but it’s exhausting to live in a society where asking for help equals failure.

“Life before Google.”

Nothing can reverse the damage that has been done during our own generation, and some of this regression in truthfulness in the last 50 years is a paradoxical byproduct of the fantastic progress, we have made inequality.

From climate breakdown to air and water pollution, Co2 emissions, natural disasters,  the spread of the coronavirus virus, ongoing wars, our media watchdogs that don’t know what they are watching only using them to boost their viewing ratings.

Something important about the way we conceive of truth in our daily lives is needed if we are to tackle the difficulty assessing the reliability of the information that we find on the internet.

To achieve this these platforms with profit-seeking algorithms need to put their money where their mouths are.

Considering the technological boom are humans becoming smarter or more stupid?

The art of creating scientific disinformation is now at a new level of the tricks reanalysing results to reach different conclusions and hiring people prepared to rig methodologies to produce funders’ desired result.

The truth of history constitutes its whole value.

Enriching a favoured few at the expense of the great majority of mankind will be the last lie. The inconvenient truths will inevitably come to light.

All human comments appreciated. All like clicks and abuse chucked in the bin.

In terms of almost everything, no one can be sure what the next fifty years will hold nor can anyone be sure just what a government will be doing fifty years from now, never mind next year.

As history has repeatedly shown, political systems come and go.

Given our rapid technological and social advances, (a trend we can expect to continue) we will be looking at many different possible futures because there is a new kind of creature that has entered the world.

When we change the way we communicate, in today’s increasingly interconnected world we change society, creating entirely new systems of thought to deal with complex issues like climate change, and by whom/what and how we are governed.  

We are in the throes of the digital age with all of its unknown consequences and it along with Climate Change is ushering in a new phase of the world. Perhaps we are looking at democracy being replaced by Cyberocracy. (Computer(s) make the decisions.)

A precise definition of cyberocracy is not possible at present as it is still hypothetical in form, but it may bring a new emphasis on ‘soft’ symbolic, cultural, and psychological dimensions of policymaking and public opinion.

It will be however a product of the information revolution and it may place a premium on gaining information from any source, public or private, radically affect who rules, how and why.

(That is, information and its control will become a dominant source of power, as a natural next step in political evolution.)

In essence, a smartphone could show us how and can train us in the latest developments to increase effectivity, while making sure a human or a group of people are not directly interacting with the information.

In theory a great idea for efficiency but in practice, those in charge will probably use the information to crush dissent and sell the information off to private companies.

Ideally, the point of cyberocracy would be to ultimately overcome the faults that lie in typical bureaucratic systems, effectively creating an artificially intelligent head of state.

Luckily there is a pitfall, in that the control of all gathered information would then ultimately lie in the proverbial hands of a machine, wherein true humanity becomes lost to the legislative and governmental processes.

The consequence of the information revolution may thus mean “greater inequalities. speeding the collapse of closed societies and favouring the spread of open ones.

Algorithms are already undermining the power base of old monarchies and governments, and these same technologies will subsequently “turned into tools of propaganda, surveillance, and subjugation that enabled dictators to seize power and develop totalitarian regimes.

New modes of multiorganizational collaboration are taking shape, and progress toward networked governance is occurring to enable hybrid systems to take the form that do not fit standard distinctions between democracy and totalitarianism.

A double-edged sword that revolves around symbolic politics and media savvy with governments straining to adapt.

For example vast new sensory apparatuses for watching what is happening in societies and around the world. Of all the uses to which the new technologies are being put, this may become one of the most important for the future of the state and its relationship to society.

Each generation must address its own challenges even though it is not yet clear which future will emerge with the current climate crisis.

Policy problems have become so complex and intractable, crossing so many jurisdictions and involving so many actors, that governments should evolve beyond the traditional bureaucratic model of the state.

Only time will tell.

We now have communications tools that are flexible enough to match our social capabilities, and we are witnessing the rise of new ways of coordination activities that take advantage of that change.

Setting priorities among government’s current endeavours need to  involve at least four decisions:

Which endeavours should be continued or stopped; Which are most important; Which are the government’s greatest responsibility; and which should have the highest priority?

Back to the present with climate change.

There is one thing for certain that with climate change there will be tragedies not yet imagined. It will drive people into compact groups and we know that if a group of humans get together without some sort of organised leadership they end up killing each other.

So for the good of all humankind, in fact, all life on earth and the earth itself, we need to push ahead in this area. Or else go back to pre-industrial times and abandon modern life as we know it. Staying the course we are on will lead only to ruin.

Government’s greatest priorities of the next fifty years can be found in their greatest disappointments of the past.

My point is, the government doesn’t remind us of the good things in life, not often. When it works, we barely notice, but when things go wrong, the glaring deficiencies of the system present themselves everywhere.

As a result, the Government used to be for the lack of a better word the parent of the group/ nation hated some days and loved other days.

Should they now be limited to the implementation of certain social norms desirable for holding the structure of society in place?

I want to see some politicians with the forethought and imagination to understand this.

That’s because I need to be reminded of what I’m living for, not an Algorithm of everything, not a government elected on lies, false news, predictive algorithms which is a two-way relationship manipulated by social media platforms, owned by monopolies that are no longer trusted by the citizens they represent.

Without knowing how decisions are taken or who the decision-makers are, and without knowing how decisions are implemented or to what end, citizens feel undervalued and disenfranchised.  They do not believe that the government is listening to their concerns.

So where are we?

The freedom that we see emerging from the networked environment allows people to reach across national or social boundaries, across space and political division. It allows people to solve problems together in new associations that are outside the boundaries of formal, legal-political association like governments. 

If the past is prologue, however, the government will continue to the extent that a society is measured by what it asks its government to do.

Sure the information revolution will foster more open and closed systems; more decentralization and centralization; more inclusionary and exclusionary communities; more privacy and surveillance; more freedom and authority; more democracy and new forms of totalitarianism.

Yet setting priorities is not just about addressing past failures. It is also about protecting past achievements.

To solve the problems and understand the role and limitations of government, will require a new way of thinking and working and a new level of trust and understanding of people.

The revolution in global communications thus forces all nations to reconsider traditional ways of thinking about national sovereignty.

A longer view of history provides little assurance that the new technology favours democracy.

Firstly, governments must be seen as capable and effective in carrying out their activities. Secondly, the government must be seen as treating all people equally and impartially, without favouritism or discrimination.

And thirdly, the dimension of human concern and personal connectedness: government must be seen to be sincerely caring about each person’s welfare.

Digital is offering a great way to respond to this at a service level but is only part of the answer when it comes to mending and building relationships with people.

Even in the best of times, delivery is hard for governments: objectives are not always clear; they change in response to events or leadership transitions.

An endeavour cannot be a top priority, or a priority of any kind if it is not worth pursuing at all. The term “greatest” does not mean either “most successful,” or “most important,” or even “most appropriate.” Rather, the greatest endeavours of the present are the ones in which the government has made the greatest investment.

This fact base speaks for itself.

The first step, then, is to choose three to six priority outcomes—any more will be too many. They can’t all be equally important.

These priorities must be written into the constitution of a nation so they cannot be tampered with.

And establishing the right metric for each priority to ensure it does not yield unintended, negative consequences must be set by citizens assemblies rather than relying on leaders political instincts.

People must feel ownership of the plan by agreeing on criteria for continuation funding.

Communicating is only the beginning.

Stakeholders must be engaged all the way through to delivery of the promised outcomes. Accountability is established,outcome-based budgeting, so that funding is directly linked to and contingent on the delivery of key outcomes.

This, as we know, is notoriously difficult to pull off in a world of silos, disparate agendas, and competition for funding. But a small number of priorities will go a long way toward securing the support required.

Government achievement ebbs and flows with changing economic, social, and political circumstances, with the mere passage of time.

The worst form of government is the tyrannical form, where all power is with one man, a leader who rises from the chaos of democracy, thirsting for power but not having the wisdom or learning to use it wisely.

With the issue of government Citizens, bonds targeting citizens funding will resolve this problem. They could unite as a human race and get our priorities in check so we can find out what’s really out there and perhaps where we really came from.

Their performance should be measured against agreed international benchmarks a portfolio of targets at varying levels of ambition.

Who would set the levels?

The U.N. is essentially an incredibly weak confederacy it should be disbanded, and a new, better UN made, with a written Constitution. All member countries hereby agree to uphold and abide by all constitutional clauses upon entry to the United Nations and any violation of any of the several clauses herein will be punished with the full force of each member state.

And finally, here are a few endeavours.

Reduce Carbon emissions.

Continue reducing nuclear weapons.

Reduce discrimination, pollution, poverty, and inequality.

Expand health care.

Devolve digitally responsibility to promote and protect democracy with the right to vote by electronic voting.

Create a Digital government performance platform.

As to which type of government is the best for mankind, well, if only we had the answer to that…Hierarchy does not end.

The problem with the above question is where to start.

Around the world, democracies are distrusted by a majority of their citizens.

As a result, it is creating space for the rise of authoritarian-populist forces or other forms of independent representation.

Without trust we are diminishing our capacity to meet complex, long-term challenges, reducing support for evidence-based public policies and promotes risk aversion in government.

This lack of trust is and will translate into a lack of action.

I suppose that there is no one simple explanation for what drives or undermines political trust but there can be no doubt that social media with the growing worldwide inequality is contributing to spreading distrust. and forming barriers of political engagement.

This is set to get worse with profit-seeking algorithms.

So what is it about citizens, such as their educational background, class, location, country or cohort of birth, that makes them trusting or not?

In general, the strongest predictors of distrust continue to be attitudinal and are connected to negativity about politics which is being influenced more and more by technological algorithms of prediction and recommendation.

What would it be that makes citizens feel that their vote could deliver value?

Most interventions tend to focus on dealing with issues of social disadvantage through education, labour market activation, public participation, improved representation, place-based service delivery and other forms of empowerment.

By offering more participation or consultation we are turning politics into a tokenistic exercise, generating more cynicism and negativity among citizens, who are turning to Populism.

The term populism can designate either democratic or authoritarian movements. Populism is typically critical of political representation and anything that mediates the relation between the people and their leader or government.

Populism usually combines elements of the left and the right, opposing large business and financial interests but also frequently being hostile to established socialist and labour parties.

In its contemporary understanding, however, populism is most often associated with an authoritarian form of politics.

Populist politics, following this definition.

It revolves around a charismatic leader who appeals to and claims to embody the will of the people in order to consolidate his own power. In this personalized form of politics, political parties lose their importance, and elections serve to confirm the leader’s authority rather than to reflect the different allegiances of the people.

Depending on one’s view of populism, a populist economic program can, therefore, signify either a platform that promotes the interest of common citizens and the country as a whole or a platform that seeks to redistribute wealth to gain popularity, without regard to the consequences for the country.

In Europe, we are seeing the rise of the Swiss People’s Party, the Austrian Freedom Party, the Swedish Democrats, the Danish People’s Party, the Northern League in Italy, Marine Le Pen in France, Victor Orban in Hungary, and Greece’s Golden Dawn and of course the Brexit party in the UK.

Elsewhere in the world one has to only look at Donald Trump, Dufeele in the Philippines.

The question of what’s fueling this populist?

It’s nothing new.

Most of us are now live in two increasingly separate worlds one wants to eliminate health care, shred the social safety net, and cut taxes on the rich—benefit the winners from globalization and work against the economic interests of the working class.

They others want revenge and this revenge is —not of the economically insecure, but of the cultural left-behinds.

So are groups like the those mentioned above, just groups of nativist, putting their nation first?

The answer is obvious. No. They’re looking backwards.

However, that is not the case, because if populism was truly driven by economic fears, populist candidates should be drawing votes from those who are suffering the most: unskilled workers, the unemployed, those with lower levels of education, and less advantaged groups in cities and urban centres.

Because economic issues have declined in importance to voters, like cultural issues—around women’s rights, abortion, same-sex marriage, and gay rights—climate change – have risen to the fore, along with the anti-immigrant sentiment, authoritarianism, mistrust of global national governance, and right-wing ideological self-placement.

The rise of populist parties reflects, above all, a reaction against a wide range of rapid cultural changes that seem to be eroding the basic values and customs of Western societies.

So a populist leader is forced to be in a permanent campaign to convince his people that he is not established and will never be. Magnify the political divide. Ultimately he ignores complicated democratic systems and is therefore viewed with suspicion…

What if anything can be done?

The importance of beliefs can only be tackled through discussion of the role of mass media in influencing public trust.

The power of mass media is not easy to reconcile with the empirical evidence of experimental social psychology research which demonstrates that people with strong beliefs and values often remain unpersuaded even in the face of overwhelming evidence to the contrary.

Positive economic growth does not necessarily increase political trust, but negative economic growth and prolonged economic crises.

Rather, economic development and social modernisation in advanced industrial democracies have encouraged new types of engaged, questioning and assertive publics, for whom strong economic performance no longer automatically leads to increased trust.

There is only one answer to this question.

It is greater political accountability of MPs and political parties to their electorates and members.

Providing performance data will not work because it leads to government officials trying to manipulate the way citizens judge their performance. Positive data is given prominence, less helpful data sometimes hidden.

There is one thing for sure because trust cut across racial and ethnic lines any solution to the puzzle of political trust can not be achieved without our engagement.

Anti-establishment, might having faith in “plain talkers” and “ordinary people” as opposed to the “corrupt establishment” of business, government, academia, and media but without formal rules there can be no good democratic practice.

Here I may be forgiven for indulging in some wishful thinking and believing that, despite the current shortage of inspirational leadership in the West, trust in democratic principles and values that transcend national boundaries will remain strong and shared by a large number of ordinary people across the world.

The good news for political parties that take up the cause of democratic reform is that the citizenry is ready to take up the challenge.

Finding what is the equilibrium point between political trust and distrust requires reducing inequality because political attitudes are shaped by more than people’s pocketbooks.

In effect, political parties are each a product of the world view of their membership or of their directing minds. Their attitudes, carriage or expression are often indicative of the groups’ underlying body of beliefs, catechism or affirmation of faith.

The chattering class will continue to wallow in their own cynical self-assurance, and the best and most principled among us will remain reticent to enter to the moral minefield of public life.

At the heart of this faulty ontology remains the myth of the autonomous self, the pipe dream that our identity is a “blank slate” that WE choose regardless of the desires and influences of others.

Dogmatism and doctrinaire ideology may seem no longer attractive or realistic political attributes. But democracy will continue to mean a change of government from time to time as if oscillating between two sides with opposing philosophies rigidly applied.

The democratic tradition of alternating governments, evolving policies, pragmatic choices, etc theoretically presents us with some choice with regard to the management of our economic and other affairs.

Being so vulnerable to purely political decisions surely honesty is required.

Perhaps it is time to remove politics from decisions that require long term solutions and set them in law, like reducing Carbon emmission, before we see civil unrest, and migration on a massive scale.

Why should this be done:

Because elections are for political parties to be in office for the short term – five years if not re-elected.
